GBI arrests five as part of financial irregularities investigation

As result of a seven-month investigation into financial irregularities at the City of Cairo Community Network Services (CNS) in Cairo, Georgia, GBI agents have arrested five people on theft related charges.

Those arrested on Thursday, July 8, 2010, on warrants obtained by the GBI are as follows:

  • Tiffany Fowler, 30 years old, 570 8th Avenue Southeast, Cairo, Georgia, who was charged with five(5) counts of Theft by Taking and five(5) counts of Computer Theft.
  • Donald Towne, 40 years of age, 450 Callie Lane, Statham, Georgia, who was charged with one (1) count of Theft by Taking.
  • James Whigham, 68 years of age, 570 8th Avenue Southeast, Cairo, Georgia, who was charged with two(2) counts of Theft by Taking.
  • Christine Tuning, 30 years of age, 734 Little John Road, Tallahassee, Florida, who was charged with one(1) count of Theft by Taking and one(1) count of False Statements. The GBI with the Leon County, Florida Sheriff’s Office in Tallahassee, Florida arrested Tuning.
  • Allan Womble, 29 years of age, 105 Joyner Road, Apartment #408, Cairo, Georgia, who was charged with one(1) count of Theft by Taking.

All theft by taking cases are in reference to theft of services from the City of Cairo Community Network Services (CNS).

The Georgia Bureau of Investigation was requested by the South Georgia Judicial Circuit District Attorney’s Office to conduct this investigation.

This investigation into this matter by the GBI’s Regional Office in Thomasville continues.
